Claim Article 23(14) exemption at your first Turkish tax filing
Foreign salary, paid by a non-Turkish employer in foreign currency, qualifies as exempt under Article 23(14) of the Turkish Income Tax Code. Filed annually, a Turkish CPA handles this for ~$300–500/year.
Turkey's 20-year tax holiday is now in force as of June 4, 2026 (Law 7582, Resmi Gazete issue 33270). The exemption extends to all foreign income, not just salary.

What just changed
The 20-year law is in force, your situation upgrades dramatically.
Article 23(14) covers foreign salary today. The 20-year tax holiday (Law 7582, in force June 4, 2026, retroactive to January 1, 2026) extends the exemption to:
- Capital gains on foreign-listed securities
- Dividends from non-Turkish corporations
- Crypto gains on foreign exchanges
- Rental income from foreign property
- Royalty income from foreign IP
Your effective tax position becomes: 0% Turkish tax on essentially all foreign-source income, for 20 years. Same 3-year non-residency lookback applies. The implementation tebliği (Seri No: 333, July 4, 2026) confirmed the DNV qualifies, permit type isn't the test, tax residency is, and that claiming the exemption requires an İstisna Belgesi from your tax office.
