Your eligibility result
Your path: the 20-year regime.
Based on your answers, your situation isn't fully covered by today's DNV + Article 23(14) exemption, but the new 20-year zero-tax regime (in force June 4, 2026 as Law 7582, retroactive to January 1, 2026) is built for you.
Law status (as of June 4, 2026)
✓ In force
Passed TBMM May 21, 2026. President signed; published in Resmi Gazete issue 33270 on June 4, 2026 as Law 7582. GVK Mükerrer Madde 20/D is active law, retroactive to January 1, 2026. The implementation tebliği (Seri No: 333) published July 4, 2026: permit type is irrelevant, and claiming the exemption requires an İstisna Belgesi from your tax office.

Why you're in this bucket
The mismatch between today's law and your situation
Today's tax exemption for foreign earners in Turkey is Income Tax Code Article 23(14). It's narrow: it covers foreign salary paid by a non-Turkish employer in foreign currency. That's it.
Your answers indicate one or both of these:
- Your primary income is NOT salary (capital gains, crypto trading, dividends, rental), Article 23(14) doesn't cover this, so you'd be paying standard Turkish progressive tax (up to 40%) on it today.
- You're not from a DNV-eligible country, Turkey's Digital Nomad Visa is restricted to 36 specific nationalities, so the standard DNV path doesn't exist for you.
The 20-year tax holiday law removes both constraints. It covers all foreign-source income (not just salary) and applies to any new tax resident regardless of nationality, citizenship, or visa type, only the 3-year non-residency lookback matters.
What to do right now
Three moves now that the law is in force
Apply for your İstisna Belgesi
The exemption is not automatic. Once you become a Turkish tax resident you must apply to your tax office for an İstisna Belgesi, by the end of that calendar year, or by end of February if you became resident in the year's last two months. Miss it and you are arguing your way in retrospectively.
If you already moved in 2026, you're in
The law is retroactive to January 1, 2026. If you established Turkish tax residency this year and meet the lookback, apply for an İstisna Belgesi within the deadline above. The implementation communiqué was published on July 4, 2026; you do not need to wait for publication. Official text, checked October 11, 2026.
